Your SLS and OPS surveys, run from sending to final files.
Every fall, French social housing landlords must obtain the tax notices and household composition of thousands of tenants in a few weeks, for two mandatory surveys: the SLS (supplément de loyer de solidarité, a rent surcharge based on income) and the OPS (occupation du parc social, a survey of who lives in social housing). Our team runs the campaign on the Nestor platform: sending, online answers, reminders, tenant support, formal notices prepared and files ready for your property management software.

01The rules
Two mandatory surveys, with deadlines set by law.
Tenants have one month to answer. After that, the landlord applies the consequences set out in the French Construction and Housing Code (Code de la construction et de l'habitation).
| Criterion | SLS survey | OPS survey |
|---|---|---|
| Legal text | Construction and Housing Code, article L. 441-9 | Construction and Housing Code, article L. 442-5 |
| Frequency | Every year | Every two years, according to the schedule set by ministerial order |
| What is requested | Tax notice or notice of non-taxation, and information on the members of the household | For each adult occupant, the tax notice or the reference tax income, and the information set by decree |
| Tenants concerned | All, except recipients of the APL (aide personnalisée au logement) or another housing allowance | Tenants in the housing stock covered by the survey |
| Time to answer | One month | One month |
| No answer | Formal notice; fifteen days later, the rent surcharge is provisionally charged at the maximum coefficient, plus processing fees | Penalty of €7.62, then €7.62 per full month of delay, unless the tenant faces particular difficulties |
| Afterward | Final calculation once the information is received; any overpayment refunded within two months | Statistical information sent to the State's representative in the département |

02The hidden workload
Postage shows up in the budget. Your teams' time, much less so.
A campaign run in-house or with a paper mail provider takes up your teams' time well beyond the sending.
- Receiving, sorting and scanning paper replies.
- Checking tax notices and entering the data.
- Calling tenants and seeing them at the branch office.
- Handling complaints about how the rent surcharge was calculated.
- Preparing formal notices and following up on late respondents.
Meanwhile, tax notices travel by mail and as email attachments, with no record of who has viewed them.
03The tenant's side
Answering from a phone, without creating an account.
- Step 01
An invitation in your colors
The tenant receives an email with your logo and your sender name.
- Step 02
Their own space, no password
They open it with a link or a code received by email, from their phone's browser.
- Step 03
A guided questionnaire
Questions adapt to their answers, and they upload their tax notices in the same place.
- Step 04
What is missing, and by when
They see the documents still to provide and the deadline. If a document is missing, they get a reminder; if a tax notice is unreadable, they know what to send again.
A question? Our team's tenant support answers throughout the collection.

07Getting started
For an October launch, everything is decided before the summer.
Scoping takes six to eight weeks. You can start with one branch or one region before extending the campaign to your whole housing stock.
The price is calculated per surveyed housing unit and goes down with the size of your housing stock. Setup, the project manager, the operators, tenant support, reminders, the dashboard, the deliverables and the archive are included. Firm quote within 10 days after a 45-minute scoping meeting.

Frequently asked questions
Do tenants have to create an account?
No. They open their space with a link or a code received by email, with no password, from any browser, including on a phone.
What about tenants who do not answer online?
With the paper mail option, we send the paper questionnaire, receive the replies, scan them and attach them to the housing unit's file. You track all answers in one place.
Who sends the formal notices?
We prepare the formal notice files for non-respondents. You approve them and send them by registered letter: the follow-up remains your decision.
Does Nestor calculate the rent surcharge?
We give you a consolidated SLS file, ready to load into your property management software. You calculate and charge the rent surcharge yourselves.
Can we start with part of our housing stock?
Yes. You can run a pilot in one branch or one region, then extend the campaign to the whole housing stock the following year or within the same campaign.
Your next SLS campaign starts taking shape now.
Tell us about your housing stock and how you organize the survey today. After a 45-minute scoping meeting, you receive a firm quote within 10 days.
